Tropical Low 03U was first noted as a tropical depression by TCWC Jakarta on 24 November, while it was located about 1,500 km (930 mi) to the west of Jakarta, Indonesia. By 29 November, TCWC Jakarta upgraded the system to a tropical cyclone, receiving the name Dahlia. Soon after, the JTWC did so as well. This makes it the first time where two cyclones were formed and named in the TCWC Jakarta territory in a single season

Maximum 10-minute sustained wind speeds are about 65 km/h (40 mph); 1-minute sustained winds are about 65 km/h (40 mph), gusting up to 95 km/h (60 mph). Minimum central pressure is estimated at 996 hPa (29.41 inHg) and it is moving southeastwards at 5 kn (9.3 km/h; 5.8 mph)
